Andrew Robreno

ANDREW ROBRENO is a founding member and managing partner of Capitol67 Strategies. He brings more than 15 years of Capitol Hill, political, and corporate experience to the firm.

Most recently, Andrew served as the head of government affairs for a Silicon Valley technology company. In this role, he led all public policy and political efforts before federal, state, and local elected officials and regulators. Specifically, Andrew was instrumental in working with the U.S. Treasury Department in implementing an industry-wide investment tax credit as part of the Inflation Reduction Act (IRA). Moreover, he led numerous bipartisan Capitol Hill initiatives, securing wins in the most recent National Defense Authorization Act (NDAA) and Federal Aviation Authorization (FAA) Act. 

Prior to his most recent role, Andrew was the Director of Government Affairs for Ferrero U.S.A. At Ferrero, he successfully managed a campaign that worked with the United States Trade Representative (USTR) Office that avoided tariffs being placed on imported sector goods. Additionally, Andrew assisted in securing business tax credits from the state of Illinois that led to Ferrero investing over $200 million into their Bloomington, Illinois footprint. 

Before going in-house corporate, Andrew worked on Capitol Hill for almost 10 years. His last role was as Deputy Chief of Staff and Legislative Director to Congressman Lloyd Smucker (R-PA), a senior member of the House Ways & Means Committee. While working for Congressman Smucker, Andrew led a legislative team that crafted numerous initiatives that impacted bills such as the Tax Cut and Jobs Act (TCJA), Surface Transportation Reauthorization, National Heritage Designation package, the PROSPER Act, and many more. Andrew also held senior legislative positions with Members of the House from the Louisiana and Virginia delegations.

In addition to Andrew's extensive policy and political background, he possesses deep expertise in the inner workings of Congressional offices. He has played a pivotal role in setting up the Congressional offices of four incoming Members of Congress, helping to establish efficient operational frameworks and ensuring smooth transitions into office. Furthermore, Andrew has also been instrumental in launching two corporate government affairs offices in Washington, D.C., giving him a comprehensive understanding of the unique challenges faced by those who don’t have a D.C. office, those looking to add an office, or those looking to get the most out of their Washington presence.

Born and raised in Philadelphia, PA, Andrew is a graduate of Ohio University with a bachelor’s degree in Political Science. He lives in Alexandria, Virginia with his wife, Caroline.
